Energy saving catastrophe

Recently the scheme to install energy smart meters in all the UK homes is about to be put to a complete halt after a consumer campaign group warned the scheme has lead to rising costs instead of lowering. However, Energy Minister Charles Hendry said the benefits of installation will outweigh the costs in the next 2 years.

Can you provide the link to some source that explains what was the cause of the higher costs?

Was it more expensive current or installation costs were high?
