The controller sends a percentage and probably sends the minimumon + cycletimes parameters as well (and maybe other things). The key part is that the controller does not send ON/OFF to the relay....

TPI in itself is indeed is a good way to keep a certain temperature. You should be able to set the duration of the TPI cycles by changing the value in the advanced settings. Default is 6x per hour....

Firing the boiler when valves are shut is never good practice. It has nothing to do with preventing overshoot either. If an overshoot is about to happen, just don't fire the boiler anymore.
