An HR92 will partially open to keep the room temperature constant. A BDR91 will keep opening and closing at a fixed cycle to approximate the same. But it'll never be as good. If you also use a BDR91 for boiler control then at least the cycles will be synchronised, but if you use OpenTherm then the boiler will ramp down to a low(er) temperature but the BDR91 controlling your skirting board will continue to pulse on and off. While off the boiler will just be chugging away to itself.
If you could hide an HR92 somewhere (in a cupboard or under an easily accessible floorboard) then I think you'd end up with both better control and a more efficient system.
