All I can suggest is Node-Red.
Apparently it can receive http requests/calls commands etc and do stuff with it.

I need a UK smart plug that can be controlled directly with an HTTP command.
I'm using the Shelly Uni to detect water level and when it falls I need to switch on a pump. Shelly do not (at the moment) produce a UK plug.

Firstly how are you sending the HTTP commands, as this may give us a better idea on a solution for you.
You may want to look into getting a Sonoff compatible plug, but it may require some soldering skills so you can convert it using ESPEasy.
Also Tuya compatible smart sockets can be flashed Over the air (OTA) so no need to do any surgery to the smart socket/plug. The software is Tuya Convert and you might find this link interesting.
